Mission Statement
The mission of the South Plains Association of Governments (SPAG), which administers Caprock Business Finance Corporation, is to maintain and improve the quality of life for all people in the region by advancing the interests and enhancing the capabilities of its members. In pursuit of this mission, SPAG reviews and coordinates federal, state, and local programs of regional significance in order to maximize its economy, efficiency, and effectiveness.

The 504 Loan Program is an economic development tool and through this program, Caprock is able to deliver direct financial assistance to small businesses within a 28 county radius. The goals of the 504 program are to create economic development opportunities in communities, to provide affordable long term financing for business expansion, to give a financial incentive to encourage private lender participation and stimulate business capital investment, and to provide small businesses with access to public capital markets.

Caprock is committed to helping businesses obtain financing for their growing business. Since its inception, Caprock financed over 140 loans and created/retained over 2,500 jobs within the South Plains and Permian Basin.
